UNMIK regional chief for northern Kosovo Gerard Galluci says he is leaving the post after receiving a transfer to the UN mission in East Timor. Galluci told Radio Kontakt Plus in Kosovska Mitrovica that he was leaving Kosovo because he had been given a new posting, but that he would like to stay on in Kosovo, particularly because UNMIK’s job, he said, “is not finished and it might not be finished for a long time to come.” Galluci to quit UNMIK “I’ll remember having a good team in Mitrovica that was able to preserve peace. I worked very well earlier on with Bajram Rexhepi, the municipal president,” he said. Galluci came into the limelight on March 17 over his opposition to the Kosovo police/KFOR raid on the District Court building in Kosovska Mitrovica, ordered by UNMIK Deputy Chief Larry Rossin. One Ukranian UNMIK officer was killed and hundreds of people injured during the clashes that followed between protestors and police. Speaking of who was to blame for the violence, he said that both sides had committed errors. “It was a mistake to take the court building, but then those who used force to resolve a situation that was predominantly political made a mistake too. I think we’ve all learned that it does no good to use force to achieve political aims,” Galluci said. “We made very clear back then, as we have done now, that we mustn’t use force to impose one community on another,” said the U.S. diplomat, adding that UNMIK would not be withdrawing from northern Kosovo unless the circumstances changed and EULEX assumed its share of the responsibility in that region. He said that any decision to withdraw UNMIK from Kosovo should be taken by the UN, stressing that UNMIK still had a role to play in the province. “In recent days there have been important statements where people have realized that EULEX cannot be imposed by force,” said Galluci.
