Serbia intends to ask the UN General Assembly support for seeking an advisory opinion from the International Court of Justice, ICJ, on the legality of the ethnic Albanians' unilaterally proclaimed independence of Kosovo.
Serbia will open the official procedure of the UN General Assembly with the official presenting of the draft resolution. The regular session will be held in September.
Ahead of his trip, Serbia foreign minister said the short term goal of consulting the ICJ on Kosovo is to slow the recognition process.
Jeremić said that the long term goal was a return to the negotiating table.
He told Belgrade's Pink TV that he hoped that the UN General Assembly would support Serbia’s initiative.
The initiative’s short term aim would be to prevent countries that have not yet recognized Kosovo from doing so during the ICJ’s period of deliberation on the motion, and to prevent Kosovo from being accepted into any international organizations, he explained.
If the court rules that the declaration of Kosovo’s independence was not carried out in accordance with international law, Jeremić hopes that it will create an environment for new negotiations, which is the initiative’s long term objective.
Commenting on events in Georgia, the minister said since the very outset of the Kosovo crisis, Serbia had stressed that Kosovo’s unilateral declaration of independence represented an ethnically motivated attempt to secede from Serbia that would set a dangerous precedent for the solution of problems all over the world.
“The conflict in the Caucusus has shown the dangers of the militaristic approach to problem solving,” Jeremić said, adding that “Serbia’s approach will be different, based on legal grounds and peaceful, which means seeking the opinion of the ICJ.”
He said that in that context, it was “even clearer that Serbia’s initiative was calculated to bring about peace and stability.”
Jeremić said that following his visit to Malaysia and Singapore, the Malaysian authorities had decided to freeze the process of recognition of Kosovo’s unilaterally declared independence, and that the Singapore leadership had confirmed that they would support Serbia’s initiative before the UN General Assembly, and that this state had no intention of recognizing Kosovo’s independence.
