The existence of illegal armed groups was only highlighted by 8 percent of people as a concern. According to five percent of people, corruption had the potential to destabilize the security situation in Kosovo, while the work of the judicial organs was judged to be the worst of all. Certain respondents said that the UNMIK administration had failed to establish a strong judicial system. The OSCE poll showed that Albanians living in northern Kosovska Mitrovica were not satisfied with the security situation. Meanwhile, Serbs living in Gracanica most of all feared contacting law-enforcement organs.
