UNMIK Chief Lamberto Zannier says that his mission has received the long-awaited “green light” to begin reconfiguration. After meeting with Kosovo President Fatmir Sejdiu, Zannier said that the conditions were now in place to set a period of 120 days in which to reconfigure the mission. He added that he saw the end of October as the deadline for ending the process. Zannier: UNMIK to begin reconfiguration The UNMIK chief said that during the process, the structures of the international administration in Kosovo would be scaled down, and its role changed in line with “realities on the ground, and in the light of the role of the new actors who’ll be operating there.” Asked about the likely formation of a Kosovo Serb assembly, he replied that he did not expect this to alter the reality on the field. Asked the same question, Sejdiu said that the formation of such an assembly was essentially an illegal act that was unacceptable for the Kosovo institutions. Zannier said that he would be visiting the majority-Serb populated north of Kosovo very soon. Meanwhile, EU High Representative Javier Solana has said in Moscow that the EU intends to play a leading role in the Kosovo issue, and, at the same time, did not rule out Serbia's rapid accession to the EU. “The EU intends to play a leading role in matters pertaining to Kosovo, particularly in the area of the rule of law. The decisions taken in New York allow us the opportunity, in close cooperation with the UN, to accelerate the deployment of the EU civil mission in Kosovo and give it an important, active role in Kosovo issues,” Solana told Interfaks, ahead of the start of the Russia-EU summit in Hanti-Mansisk. The high representative said that the EU welcomed UN Secretary-General Ban Ki-moon’s report on UNMIK’s work, and commended the plan to restructure the shape of the international civil presence in the province. “As far as Serbia is concerned, we’re happy that we’ve signed the Stabilization and Association Agreement (SAA) with her. That’s an important and long-awaited step on Serbia’s path to the EU,” he stressed. Solana said that the Serbian leadership “clearly understands what the conditions for EU entry are, and is moving forward in that direction.” “We hope that we’ll soon be witnesses to speedy progress in that area,” he said.
