Sali Berisha called on Pristina authorities to refrain from unilateral moves regarding Kosovo. “It seems that the remaining option, at this moment in time at least, is to resume the process through recognition of Kosovo independence, one country at a time, in coordination with the U.S. authorities and other Contact Group members,” the Albanian prime minister said today, reports Voice of America. Albanian PM advises against unilateral Kosovo moves Berisha said that those countries had a clear concept of peace and stability for Kosovo and the region, saying that they supported the Ahtisaari Plan in principle. “They have also played a significant role in extracting the Balkans from a series of wars, barbarity, and ethnic cleansing in the fields of cooperation, friendship and integration,” he said. Berisha said that Albania viewed the plan as “sincere and fair, and that it was important not only for Kosovo, but for peace and the region.” “This project guarantees higher minority rights than in any other state in Europe,” he added. The Albanian prime minister hopes that peace and stability, regardless of the difficulties linked to Kosovo’s status, will encourage positive development in the status settlement process, “in keeping with the will of its citizens.” Friday, Minister of Education in the temporary Kosovo government Agim Veliu said he did not expect that Pristina will proclaim its independence unilaterally, but that it will rather begin implying the Ahtisaari plan step by step. In an interview for the Vienna daily Wiener Zietung, he said that after December 10, the Kosovo government and parliament intended to begin a gradual implementation of the Ahtisaari package. However, although he claims that there will be no unilateral declaration of independence, Veliu holds that Kosovo Albanians will not accept anything short of independence. He also rejected the possibility of prolonged negotiations after December 10. "For us, this is the end of the negotiation process," Veliu said. Sali Berisha (FoNet, archive)
