Serbia is prepared to offer Kosovo the "largest autonomy in the world," President Boris Tadic told the AP. Tadic was speaking with the agency Thursday in New York when he described as "unhelpful" statements coming from U.S. President George Bush and other members of the administration in Washington to the effect that Kosovo would gain independence at the end of the current negotiating process. "Serbia offers Kosovo largest autonomy" "This is not very useful saying that Kosovo has to become an independent country by the end of negotiations on December 10. These statements are not encouraging Kosovo Albanians to show flexibility in the talks," Tadic said ahead of the first direct negotiations between the officials of Serbia and the temporary institutions of the province's local self-government. President Tadic indicated that Serbia was willing to make further concessions in the talks, but would still demand that its "sovereignty and territorial integrity remain intact," the AP reported. Meanwhile, State Department's third ranking official Nicholas Burns said late on Thursday that the negotiating Troika will present a report to the UN Security Council on December 10, after which its mandate would expire. However, he refused to comment on whether that date would also represent the end of the process of Kosovo status resolution. On December 10, the Troika will present a report and this is when its mandate will expire, Burns said in a statement to Tanjug, but refused to comment on the moves the international community would make in case that Belgrade and Pristina failed to reach an agreement.
