Russia is buying time for Serbia which is bracing itself for the partition of Kosovo, James Lyon has said.

He added the status quo in Kosovo was not set to last for good, stressing that unilateral proclamation would likely take place if a draft resolution founded on Ahtisaari’s plan failed at the UN Security Council, leading to the partition of the province.

“Politicians in Belgrade are convinced that Russia will buy them time until fall. Moscow has assured Serbia it will veto anything that might be put up before that,” Lyon said and went on to explain that Belgrade “looked forward” to Kosovo’s partition, as it would “claim the northern part all the way down to the Ibar River”.

“Serbia has already prepared the infrastructure and administration in Northern Kosovo, including fixed phone lines, civic administration, energy and water supply network, and police,” Lyon argued, accusing the Serbian government of obstructing the entire status settlement process for the sake of partition.

According to him, the U.S. abandoned the prospect of unilateral recognition, without a UN resolution in place.

“The only reason the world is backing Kosovo Albanians’ push for independence is because of what Serbs had done to them during the Milošević era. If that had not happened, no one would advocate independence now,” Lyon claims.

“The world would tell Kosovo Albanians to calm down and live in community with the Serbs,” the ICG official concluded.
