EU will head future Kosovo authority

The report states that the Ahtisaari proposal will enable a high degree of autonomy for the Serb community in Kosovo, including that pertaining to healthcare and education. The decentralization will enable Serb-majority municipalities to develop links with each other, and with Belgrade authorities, “in a limited and transparent manner”, making it possible for the Serbian government to provide economic assistance to these municipalities.

Beta reports that Torbjorn Solstrom submitted the first report. Solstrom heads the team the EU has designated to prepare for the takeover from UNMIK, after Kosovo status has been defined with a new UN resolution.

The report also describes the jurisdiction of the future EU mission in the province as similar to that of the Office of the High Representative in Bosnia.

Bearing in mind that the future European “caretaker” of Kosovo will have a team of ten associates, one of them could be American, Brussels sources say.

The EU has offered non-member countries, such as Switzerland and Russia, to participate in the future international, EU-led mission in Kosovo, but there has been no confirmation to date that other countries will in fact take part.

Future high EU representative in Kosovo will most likely report directly to the EU foreign policy chief.
