Vasko Arsic, a Kosovo Serb from the village of Donja Budriga, near Gnjilane, was shot in the foot in front of his home on Tuesday. The 24-year-old is currently stable and treated for the wounds to his toes at a hospital in the Serb enclave of Gracanica.
