Putin "mulling withdrawal after 2018 - or bluffing"

“The event we are discussing will take place in 2019, and the presidential elections will be held in Russia in 2018. But I am confident that whoever becomes Russian head of state will be happy to participate in these events," RT quoted him as saying.

Putin thus replied to WSI head Simon Bartley, who "expressed hope that the Russian leader would personally attend the opening and closing ceremonies in Russia’s Kazan in 2019 and would bring along other senior Russian officials."

Putin has often been asked about his plans once his mandate expires in 2018, but has never answered directly. During his annual news conference in 2014, the president said it was "too early to make any decisions."

“Officials must work for the benefit of our state. And the results of this work must prompt the decision who should run in the elections. It is important to persistently work in the interests of Russian citizens. The decision on who would take part in the 2018 polls can be made on the basis of the work results and the moods in the society,” Putin told reporters.

When it comes to both criteria, Putin's position is superior, as Russians credit him with returning Crimea and conducting a firm foreign policy.

According to the latest polls Putin's approval rating in the past months surged to 85 percent - which could mean that he will almost certainly run for reelection, despite statements like the one he made in Kazan on Wednesday.
