BRUSSELS EU leaders on Friday in Brussels decided to confirm the proposal of the Council of Ministers that the EU should start accession talks with Serbia in January. EU leaders confirm decision to start talks This was a confirmation of the conclusions passed by the Council of Ministers on December 17, but complemented with a precise starting date of the talks. Both decisions were adopted without debate at a summit of 28 EU heads of state and government. At the first EU-Serbia intergovernmental conference, which will mark the beginning of the accession negotiations, the EU will be represented by Greece, which will assume the EU six-month chairmanship on January 1. The opening of the first chapters is expected in the second half of 2014, and according to the negotiating framework, which was adopted on Friday, the first to be opened are Chapters 23 and 24 dealing with justice, police and basic human rights. Simultaneously, Chapter 35, including the normalization of the Belgrade-Pristina relations, will also be opened. The negotiating framework lays down that at the end of Serbia's EU accession process Belgrade and Pristina will ink a legally binding agreement on the normalization of relations.
