BRUSSELS The technical dialogue between Belgrade and Pristina dealing with forthcoming local elections in Kosovo began in Brussels on Wednesday. Belgrade's delegation refused to speculate on whether problems related to the November 3 local elections will be resolved on Wednesday. These problems refer to Pristina's refusal to allow the free movement of Serbian officials during the election campaign, the presence of "Kosovo state symbols" on ballot papers, and the fact that a great number of displaced persons were denied the right to vote. "They (Pristina) are insisting on their procedure and do not want to make any concessions," Tanjug learnt from a source close to the delegation who, however, could not give an answer as to whether if the two sides fail to reach an agreement, Belgrade will continue to call on Serbs to go to the polls. "The decision will be made at the highest level," he said. As Tanjug learned, today's round of talks began with a separate meeting between Belgrade's team and representatives of the European Commission, and a trilateral dialogue with Pristina's delegation will begin late in the afternoon. Secretary General of the Serbian government Veljko Odalović arrived in Brussels on Wednesday morning accompanied with several experts. Advisor to the Serbian president Marko Đurić, who was due to head Belgrade's team according to some previous announcements, is with President Tomislav Nikolić on an official visit to Moscow.
