AI calls on Dačić and govt. to back Belgrade Pride Parade

BELGRADE International human rights organization Amnesty International (AI) called on Serbian PM Ivica Dacic to back the Belgrade Pride Parade on September 28. The organization said that the Serbian Interior Ministry should carry out the necessary measures to protect parade participants. AI calls on Dacic and govt. to back Belgrade Pride Parade AI called on the prime minister to ensure full government support to the planned parade, in keeping with his obligations in terms of respect, protection and realization of the right to freedom of expression and the right to a peaceful assembly for all citizens indiscriminately, including the protection on grounds of sexual orientation and gender identity, states a release posted on the AI website last week. AI also called on the Interior Ministry to implement all necessary measures and protect participants of the parade, and to make sure that competent bodies cooperate with Pride Parade organizers so that the gathering could be held without obstructions or obstacles. AI expressed concern over the fact that the Serbian government has not yet granted the organization of the Pride Parade, and organisers have not received guarantees that the event would not be banned this year as was the case in 2012. In addition to this, AI also called on Dacic and government officials to publicly condemn all threats, harassment and violence against organisers and participants of the parade and ensure prompt, unbiased and efficient investigations into attacks and threats against LGBT population ahead of the gathering, and to make sure that responsible individuals are brought to justice. The organization stated that the Belgrade Pride Parade was cancelled last year as the authorities released that the police did not have the capacities to ensure adequate conditions in terms of security because of grave security threats. AI recognized that Serbia is facing a number of problems ahead of the initiation of EU accession talks, but it also underscored that the Belgrade government cannot ignore its obligations concerning human rights. At the same time, AI said that Serbia made considerable progress in the past year in protection of the rights of the LGBT population, including the legal sanctioning of hate speech on grounds of sexual orientation and gender identity.
