BERLIN German Chancellor Angela Merkel said on Thursday that the first conference on Serbia's EU accession may take place in January. This can happen only after a confirmation in December on progress in the implementation of the Brussels agreement between Belgrade and Pristina. "Full implementation of Kosovo agreement first" Merkel said at a German parliament session that "undoubtedly both Serbia and Kosovo have made decisive progress in the normalization of relations in the previous months." "However, the agreements have to be implemented. The normalization process has to continue and Serbia's EU accession has to be preceded by full normalization of relations with Kosovo," Merkel said. The German parliament agreed on Thursday that the German government can vote in favor of the beginning of the EU accession talks with Serbia at Friday's session of the European Council under condition that the first accession conference is held in January 2014. "If the European Council confirms in December full and lasting implementation of the obligations stemming from the implementation plan adopted by Serbia and Kosovo on May 26, the accession conference can be held in January," reads a statement issued by the German parliaemnt.
