LUXEMBOURG Before the start of Serbia's membership talks, the EU Council of Ministers and the heads of state will once again declare themselves on the whole process. In addition to the recommendation to start negotiations with Serbia by the end of January in 2014, the conclusions of the Council of Ministers to which B92 had access state that continued normalization of relations between Belgrade and Pristina will also be considered in preparation for the start of negotiations. "Continued dialogue with Belgrade" has been cited as a key condition that must be continued to be met by Kosovo. European ministers have supported the continuation of the process that led to the opening of negotiations on Kosovo Stabilization and Association Agreement.
