Thaci: Serb municipalities won’t have executive authority

PRISTINA Kosovo PM Hashim Thaci told members of Kosovo assembly on Friday night that there would be no “third level of authority”. He reiterated that a community of Serb municipalities could not have legislative and executive authorities and that this was a “red line that cannot be crossed”. Thaci: Serb municipalities won’t have executive authority “The forming of the association of municipalities is in complete accordance with the Constitution of the Republic of Kosovo and the Law on Local Self-Government. The association will not have executive or legislative authorities. Municipal assemblies cannot be replaced and responsibility of municipalities cannot be transferred to the association,” Thaci added. According to him, the association of municipalities is an “association, an NGO” which is determined in Martti Ahtisaari’s plan and Kosovo’s Constitution and laws.
