BELGRADE If the dialogue with Pristina continues soon and quick progress is made, the European Council could give Serbia the so-called conditional date by year’s end. This is according to daily Vecernje novosti. Serbia can get “conditional EU talks date” in December The remaining technical issues that Belgrade and Pristina should make quick progress on are telecommunications and energy, the daily has learnt from diplomatic sources in Washington and Brussels. Vecernje novosti writes that U.S. Secretary of State Hillary Clinton and EU High Representative for Foreign Affairs and Security Policy Catherine Ashton will inform top Serbian officials about the option next week. The so-called conditional date for the beginning of the EU accession negotiations envisages that Serbia will automatically start the negotiations once it has fulfilled key criteria. According to the daily, Clinton and Ashton will not present new conditions regarding Kosovo to Belgrade during their visit next week and they will encourage the continuation of the dialogue and repeat once again what Serbia is expected to do when it comes to Kosovo. The sources say that Serbia is expected to fully implement the agreement on the integrated management of administrative crossings, withdraw its security and judicial structures from northern Kosovo, continue the dialogue and lift it to a political level without touching on the issue of status and to find a solution to telecommunications and energy issues. Ashton, Clinton and Serbian officials should also determine a list of topics and an exact date when the talks would be continued. The daily has learnt from the Serbian government that Serbian officials should present a platform for Kosovo to Clinton and Ashton. The platform could undergo some changes if Clinton and Ashton had some major complaints but Serbia’s “red lines” would be strictly respected. The U.S. secretary of state and EU representative will visit Belgrade on October 31. They will also visit Pristina and Sarajevo. Vecernje novosti claims that Clinton will discuss cooperation and combat against terrorism and organized crime with the Serbian officials. Ashton and Clinton will in Belgrade meet with President Tomislav Nikolic and Prime Minister Ivica Dacic. Vecernje novosti
