BELGRADE Serbian Deputy PM for European Integration Suzana Grubjesic says Serbia is likely to get a date for the start of EU talks in the spring or summer of 2013. “Until then the country has to show significant progress towards normalization of relations with Kosovo as it is now the main condition for further integration,” she said on Wednesday. However, she told Belgrade-based TV Pink that there was a chance for Serbia to get the date for the start of accession talks in the spring or summer of the following year. According to the deputy prime minister, the signing of an agreement on good neighborly relations with Kosovo will not be presented as a condition in the EC report, but the normalization of relations with Pristina will remain a condition as before. “We interpret this term to mean continuation of the technical dialogue, implementation of the agreements reached so far and the opening of a political dialogue. This is not enough for the realization of a good relationship, but it is important for us to say how far we can go in this process, and we cannot go as far as recognition (of Kosovo independence). Grubješić said that the European Commission (EC), which should present a report on Serbia's progress in European integration Wednesday, would in all probability conclude that conditions to start the talks on the date of EU accession in December had not been met.

However, she told Belgrade-based TV Pink that there was a chance for Serbia to get the date for the start of accession talks in the spring or summer of the following year.

According to the deputy prime minister, the signing of an agreement on good neighborly relations with Kosovo will not be presented as a condition in the EC report, but the normalization of relations with Priština will remain a condition as before.

“We interpret this term to mean continuation of the technical dialogue, implementation of the agreements reached so far and the opening of a political dialogue. This is not enough for the realization of a good relationship, but it is important for us to say how far we can go in this process, and we cannot go as far as recognition (of Kosovo independence). Kosovo cannot be a neighbor of ours,” stressed Grubješić.

The Serbian deputy prime minister said that the conditions imposed on Serbia were not an excuse for postponing the country's admission to the EU, but rather a message that the EU cannot accept someone with unsolved problems into their community.
