Tahiri said representatives of Kosovo institutions sometimes had informal talks with Serbs from the north but that Serbia needed to support these talks because problems could not be put off indefinitely. “We need Serbia's support in this because I do not see any solution other than talks with the Serb leaders from the four municipalities in the north,” said the advisor. According to him, Kosovo President Atifete Jahjaga still has not decided whether she will head Pristina's delegation when the dialogue with Belgrade resumes because this depends on what EU mediators will ask for and at what level the talks would take place. “The mediators want to start talks at a high political level, but a concrete dialogue will continue at the level of ministries or the government, because the presidents of the two countries lack the capacity to lead a concrete dialogue on all issues,” explained Tahiri.
