BELGRADE The European Commission (EC) qualified Serbia's EU integration progress as limited, the Belgrade-based daily Danas is reporting. For that reason, "it will not explicitly recommend to the European Council to grant Serbia a date for the beginning of its EU accession talks". Daily: EC will not recommend date for talks Citing sources in the Serbian government and the EC, the daily said that the EC finished the annual report on Serbia's progress on September 15, and that the document has a mildly critical tone in most of the 30 chapters which are considered. The newspaper said that the conclusion will read the conditions, primarily relating to Kosovo, which Serbia should fulfill in order to get a date for the launch of the accession talks. The EC is expected to write that Serbia will be ready for this step only when it fulfills the given preconditions, Danas said, adding that the report will be presented on October 10, and open for amendments by October 8 in case something crucial happens. The daily's sources said that it will be stated that the elections halted the expected progress in the reform of a number of areas, including normalization of relations with Pristina, justice system, fight against corruption, and protection of human rights. The EC will make negative remarks about the amendments to the Law of the National Bank of Serbia (NBS), decisions of the Constitutional Court of Serbia on abolishment of 22 jurisdictions of Vojvodina, and failure to adopt a law on financing of Vojvodina, the daily's sources said.
