BRUSSELS The EU has prepared the initial strategy for resolving the Kosovo issue which rests on three pillars, the Tanjug news agency is reporting. It should serve "as a basis for regulating the relations between Belgrade and Pristina in the long run, together with the elevation of the dialogue to the political level and engagement of EU High Representative Catherine Ashton in the talks," the agency learned in Brussels. "EU prepares initial strategy for Kosovo" According to Tanjug's source in the top orders of the European administration, the visit of Serbian Prime Minister Ivica Dacic to Brussels was useful both for EU officials to learn more about the policy and plans of the new Serbian government and to set up talks on the next stage of the dialogue, its goals and expectations. The EU is ready to put forth a more comprehensive approach to resolving the Kosovo issue, the European official said. The approach is based on three main pillars which are very good for an initial strategy. This refers mainly to Ashton's willingness to get personally involved in the talks on most important issues in the dialogue, the intention to ensure that the dialogue has stronger ties to the EU enlargement process, and the third one is for the sides to focus on the final outcome of the talks. The second pillar of the strategy is embodied in ensuring a stronger connection of the dialogue to the enlargement process and it implies using certain instruments and providing guidelines to the relevant sides in the dialogue, as well as the talks on the things that would follow if everything goes well. As Prime Minister Dacic said earlier, the date of the continuation of talks has not been set officially nor has the head of the Belgrade team been chosen yet, but officials in Brussels said on Tuesday that Serbia is ready to continue the talks on a political level and carry out all the agreements reached so far. At the same time, EU Enlargement Commissioner Stefan Fule sent a confirmation that Ashton is willing to take over the role of the EU mediator in the dialogue and thus replace British diplomat Robert Cooper, and added that the talks would have a more political character than was the case so far.
