PRISTINA Forming of an association of four Serbian municipalities in the north is a step toward a dialogue on northern Kosovo, Pristina-based daily Koha Ditore writes. According to the Albanian language daily, a tax amnesty for citizens and the Serbian Orthodox Church (SPC) is also a part of the step. Pristina preparing concessions for north, daily says These actions are considered a concession of the Pristina authorities outside Martti Ahtisaari’s plan, Koha Ditore says. The Kosovo government did not want to comment on the moves which are a part of UN Secretary General Ban Ki-moon’s six-point plan. According to the daily, several other measures should be added to the Ahtisaari plan. They include the higher number of Serb MPs in Kosovo assembly. According to the daily’s sources, four northern Kosovo municipalities, Northern Kosovska Mitrovica, Zubin Potok, Zvecan and Leposavic, should have a separate association. The association will have its assembly and it will be in charge of the budget appropriated by Kosovo, Serbia and international organizations. The assembly will appoint four high officials – for police, culture, education and religion, economic development and infrastructure. The District Court will, in accordance with Ban’s plan, reflect the ethnic structure of the society, According to Pristina’s plans, international customs officers would be present at the Jarinje and Brnjak administrative crossings in accordance with UN Security Council Resolution 1244.
