BELGRADE Northern Kosovo Serbs should be included in dialogue with Pristina, Ministry for Kosovo State Secretary Oliver Ivanovic and analyst Vladimir Todoric have said. “The dialogue should be continued immediately after the new Serbian government takes office, but all political parties should also reach a consensus on the Kosovo issue,” Ivanovic told daily Blic. “N. Kosovo Serbs should be included in dialogue” He believes that "full consensus on the minimum" will be needed as soon as the government is formed, not only between the ruling parties but also between those in opposition. "Regulations which are absent will have to be adopted in order for agreements reached with Pristina to be implemented. The technical dialogue should continue, and it is probable that the political dialogue on the issue of northern Kosovo will start at the same time," he was quoted as saying. Ivanovic pointed out that Serbs from northern Kosovo should be included in talks from the very beginning, since, as he put it, it is "impossible to implement what has been agreed" without them. He added that the talks would be very difficult and that "a painful process is ahead for us." New Policy Center Director Vladimir Todoric said that Serbian President Tomislav Nikolic's statement that he would never again be president in Pristina, but that the president of the interim authorities in Pristina would also never be president in Kosovska Mitrovica seemed a little defiant in relation to the U.S. request and stance that partition of Kosovo was unacceptable. “Nikolic's statement is broad enough to encompass the statement of demarcation (made by Socialist Party of Serbia leader Ivica Dacic), the four-point plan (by Democratic Party leader Boris Tadic) and a special status for the north." "Nikolic wants to scale down unrealistic expectations about Kosovo, if they still exist. I think that consensus in Serbia should be achieved at the level of the widest possible autonomy for Serbs in northern Kosovo. It is essential for Serb representatives from the north to be included in everything. Otherwise, we will either have their exodus or the agreements will be impossible to implement," Todoric concluded. Oliver Ivanovic (Beta, file) Blic Tanjug
