FIFA has suspended its decision to allow Kosovo to play friendly matches against teams coming from member federations, FIFA President Sepp Blatter has said. "We will hold a meeting with the concerned federations, particularly Serbia, next Friday in Zurich," said Blatter. "In the meantime, we need to improve the provisions of this decision on paper, which for the time being is still pending," Blatter was quoted as saying during the annual congress of the world's governing football body on Friday. On Tuesday, FIFA's executive committee gave its approval for national teams to play friendly matches against Kosovo, which is not a member. Considering that Serbia rejects the unilateral declaration of independence made more than four years ago by Kosovo's ethnic Albanians, the country's football association (FSS) reacted strongly to the news the next day, sending FSS President Tomislav Karadzic to hold urgent meetings with FIFA and UEFA officials and discuss the controversy. UEFA President Michel Platini on Wednesday protested against FIFA's decision saying that the issue was "purely political", and that such a decision contravenes the UEFA statutes. In order for an association to become a full member of FIFA, it must first obtain and hold membership in a continental football organization for two years - in this case, in UEFA. In order to join UEFA, a football association must represent an independent state that is a member of the United Nations. There are two exceptions to this rule: in case the original FA gives its agreement for the other association to play separately (as with Denmark and the Faroe Islands), and if the association in question is enjoying a special status, such as that of the Home Nations - England, Scotland, Wales and Northern Ireland - whose special status stems from their importance to the creation of the game.
