Heroin addicts in the Montenegrin capital of Podgorica are able to buy this illegal drug at a kiosk, according to a report in the local Vijesti newspaper. The kiosk is reportedly located in the Konik neighborhood, opposite the local health-care center. In it, he claimed that there was a kiosk in Podogorica that sold narcotics unimpeded, and that there was also a "dope house" in the neighborhood of Masline. The email was sent to the Interior Ministry, the Ministry of Justice, various NGOs and media, and to the EU delegation in Montenegro. The email also provided information about the owners of the house and the kiosk, addresses, and places where the drugs were kept, and asked whether Montenegro's Interior Ministry was "on the side of the citizens, or on the side of criminals and the 'dope house' trend." The author of the email also wondered why the police "failed to post an agent who, if they spent just one day monitoring it, would be able to collect enough evidence to shut down this house and arrest its tenants".
