The recognition of Kosovo is not a condition for obtaining the EU candidate status or the date for the beginning of negotiations. This was heard from Vice-President of the German Marshal Fund Ivan Vejvoda. "Kosovo recognition is not condition" The condition is the solving of a series of technical issues, Vejvoda told the Radio Free Europe. This is a matter of Kosovo's participation in regional meetings, under what titles and modalities it would be represented, as well as the implementation of the already achieved agreements, above all the integrated management of administrative crossings, Vejvoda underlined. According to him, the abolishment of parallel institutions is also not a condition for the obtaining of candidacy in February or in March, or for the obtaining of the beginning of negotiations. He added that the statement of German Chancellor Angela Merkel regarding the issue refers to a gradual abolishment of parallel institutions. "And as many others reiterated after her August visit, that does not imply all parallel institutions. Education and health care are, even according to the Ahtisaari Plan, institutions which would be in Serbia's jurisdiction," Vejvoda underlined. Since Serbia's big challenge is to define its territorial framework, and the issue needs to be resolved before the EU accession, Vejvoda believes it is important to find modalities that would enable a European solution. He stressed that it is important to find adequate tools and the least harmful solution for both sides, because there is no ideal solution. "On one hand, we are at the door of the EU candidacy. On the other hand, the dialogue on Kosovo has kicked off. We all knew it was not going to be easy. One should continue with the dialogue and finding a compromise, with the fact that both Pristina and Belgrade maintain their principled positions," Vejvoda pointed out. (file) Tanjug RFE/RL
