EULEX Chief Xavier Bout de Marnhac says the mission's freedom of movement in northern Kosovo is hindered due to actions and resistance by the local Serbs. According to Pristina-based daily Kosova Sot, De Marnhac said that Serbs in the north accused EULEX of acting unilaterally in Pristina's favor, but, as he put it, the mission only wanted the removal of barricades and permanent and unconditional freedom of movement for everyone. EULEX chief: No freedom of movement in north He told SETimes that the restoration of free movement was an absolute prerequisite for effective rule of law throughout Kosovo. “Therefore it is important that there is full movement on the roads of northern Kosovo, not only for EULEX and KFOR, but also for the people so they can go about their normal, every day lives,” the EULEX chief pointed out. He also said that EULEX would play a role in regard to the Integrated Border Management (IBM) agreement, but that, however, the precise role would be defined over time. “All interested parties will discuss the details of implementation. EULEX is ready to help with this issue,” de Marnhac noted.
