Serbia has started implementing part of the agreements reached in the dialogue with Pristina, above all concerning customs stamps and civil registries. This is according to head of Belgrade's negotiating team Borislav Stefanovic and government spokesman Milovoje Mihajlovic, who spoke for Tanjug on Tuesday. "Serbia implementing agreements with Pristina" Stefanovic said Belgrade will start implementing the remaining agreements shortly, as soon as the government passes the necessary acts. "We have started implementing customs stamps and civil registries, and the cadaster directive was adopted at the last government session, so its implementation will start very soon. I expect the government will soon adopt directives on college degrees and administrative crossings," Stefanovic told Tanjug. He said Belgrade will try to speed up the enactment of the agreements, even though no deadlines have been specified, other than the directive to establish freedom of movement across Merdare and Konculj by December 26. "I hope it will be done by that time," Stefanovic said, adding that the agreement exists, but the government now needs to pass subordinate legislation allowing passage of vehicles with Kosovo license plates and appropriate certificates over the administrative line. He stressed Pristina's claims that Belgrade is not implementing anything are not true, but the propaganda of Kosovo institutions, which want to draw attention away from their nonconstructive approach to the dialogue. Stefanovic expects talks with Pristina will resume shortly after the New Year and believes an agreement is possible regarding regional representation, but said Pristina needs to "come outside the framework that everything is unacceptable to them and be more constructive." Head of the government press office Milovije Mihajlovic told Tanjug that the agreements on the customs stamps and civil registries are being implemented, but could not specify when the agreements on administrative crossings and college degrees would come before the government. The Serbian government adopted at its last session a directive on the cadaster and a conclusion on mandatory insurance for motor vehicles with license plates issued by the interim institutions of self-government in Pristina, which are important for the implementation of the agreements reached in the dialogue between Belgrade and Pristina, Mihajlovic said at the time.
