The Serbian delegation at the OSCE Parliamentary Assembly submitted a draft on Kosovo organ trafficking named “Combat against illegal human organ trafficking”. The draft resolution calls for an emergency, “comprehensive and independent international investigation under UN auspices and mandate into kidnappings and crimes that were aimed at removing and selling human organs” in Kosovo in 1999. Serbia drafts OSCE Kosovo organ trafficking resolution A report by Council of Europe (CoE) Rapporteur Dick Marty published in late 2010 named ethnic Albanian KLA as perpetrators of the atrocities, and Serb and other civilians as their victims. The draft resolution, which Tanjug news agency had seen, calls on UN and EU missions in the province, UNMIK, EULEX and relevant international institutions to cooperate in order to submit all information, facts and document regarding kidnappings and trade in human organs in Kosovo. The document condemns all activities whose goal is illegal organ trafficking and those of organized criminal groups. The resolution calls on OSCE members to combat organized criminal groups involved in human organ trade and recommends closer cooperation in exchange of information and more efficient work of OSCE members’ institutions. The Serbian delegation has supported the work of the OSCE special representative and coordinator for combating trafficking in human beings and proposed that OSCE investigates human organ trafficking cases in order to do a study that would look into proportions of the phenomenon, the draft said. On Wednesday, the Standing Committee of the OSCE Parliamentary Assembly voted to approve 25 resolutions for consideration in the three general committees, including the Kosovo organ trade resolution submitted by the Serbian delegation. Serbian parliament Speaker Slavica Djukic-Dejanovic previously invited Council of Europe (CoE) Special Rapporteur Dick Marty to attend the OSCE Parliamentary Assembly annual meeting which started today in Belgrade, but Marty announced he would not travel to Serbia due to previous engagements. On July 9, Serbia’s Foreign Minister Vuk Jeremic will act as moderator in a panel discussion dubbed “Combat against illegal human organ trafficking”. "European prosecutor to lead investigation" A special EULEX team charged with investigating allegations of human organ trafficking in Kosovo will be led "by a senior European prosecutor of international repute," Beta news agency learned from international and European diplomatic sources in Brussels. The EU is determined to demonstrate that it can play a key role in Kosovo and that EULEX is capable of conducting such an investigation. The decision to create the special EULEX team received unanimous support. According to Beta's sources, the EU's most powerful members states, all of which have recognized Kosovo's independence, are disinclined to accepting the demands for an international investigation posted by Serbia and numerous other states, the U.N. secretary general and Council of Europe. The process of selecting "seasoned and top-notch" prosecutors, judges and investigators for the EULEX team is currently in progress, while Beta's sources said that former ICTY chief prosecutor Carla Del Ponte was among the candidates.
