The International Crisis Group (ICG) advised the Kosovo Albanian authorities to consider granting autonomy for the northern Kosovo. In exchange they would get "Serbia’s recognition of Kosovo statehood". "Recognition in exchange for autonomy for north" The segment pertaining to Kosovo in the latest ICG report reads that it would be better for Belgrade and Pristina to agree to a comprehensive solution to their dispute, including greater autonomy for the north inside Kosovo in exchange for Serbian recognition. Pristina and Belgrade are urged to reach a decision in the near future regarding north Kosovo, "which is currently under dual sovereignty". The international organization which works to prevent conflicts worldwide concludes that Serbia and Kosovo have equal sovereignty in north Kosovo and should work to resolve what the ICG calls "the Balkans’ most serious territorial dispute." The group gave a long description of the situation in the north and concluded that it cannot be resolved through unilateral action of either Serbia or Kosovo. The north is predominantly inhabited by Serbs who rejected the Kosovo Albanian unilateral declaration of independence made over three years ago, and do not accept the authority of the government in Pristina.
