The Vranje town administration receives about 150 applications every day from residents of Kosovo interested in obtaining Serbian personal documents. A majority of those are ethnic Albanians, according to the administration chief Nebojsa Ljubic. K. The records were relocated to Vranje after the 1999 war in the province. Three years ago, Kosovo's Albanians unilaterally declared independence. Now the local administration is seeing an increase in applications from residents of the Kosovo towns of Gnjilane, Novo Brdo, Vitina and Kosovska Kamenica. The citizens who reside in these towns are asking to be issued with birth, residence and citizenship certificates - the documents necessary for receiving Serbian passports. "We receive up to 150 requests daily from these municipalities, not only from Serbs and Romas, but by a large majority from (ethnic) Albanians who are interested in holding Serbian documents, ID cards and passports, and who get the necessary documents issued by us, while their applications are submitted in Belgrade," Ljubic explained. He also said that all citizens in Kosovo born prior to 1999 have a right to receive the said documents, but added that those born after that year can also be included in the municipal registers, if they provide UNMIK documents. In an effort to meet the increased interest, the town administration of Vranje set up an office in Nemanjina Street, that also houses the local police (MUP) directorate, "in a bid to speed up the process of obtaining documents".
