Head of the EU Delegation to Serbia Vincent Degert has stated that the EC questionnaire will contain about 2,400 questions. Serbia should answer those questions fully and accurately and Degert says that the Serbian authorities should use new report of the EC as a road map. “EC report to serve as road map” He told daily Vecernje novosti that the EC report on Serbia’s progress, which should be released on November 9, would state whether there was progress in some areas and that it would stress which areas lacked the progress. “The report should serve as a road map to the authorities so we would clearly see what has been done and what hasn’t,” the head of the EU delegation stressed. He explained that questions in the EC questionnaire would be divided into three usual categories – political, economic and harmonization of domestic legislation with the EU standards. “This will, more or less, be similar questions to those we asked Montenegro and Albania, of course adapted to Serbia’s specificities. We sent additional questions to those countries after we received answers, so it may happen that we do this with Serbia too,” he pointed out. Degert says that it is in everybody’s best interest that the talks between Belgrade and Pristina begin in order to find practical solutions for people who live in Kosovo and want justice and functional system. He stressed that the EU would not ask Serbia to answer questions about Kosovo. “We are approaching the questionnaire from a status neutral position, just like we did with the Association and Stabilization Agreement (SAA). The same principle will apply to the questionnaire,” Degert explained. “When Serbia has answered the questionnaire we will go through it. Our experts will check whether answers to the questions match the real situation on the ground. It will take about a year since the moment the questionnaire is handed over, through additional analysis and checks of the stated information, until the moment of final formulation of an opinion which we will present to the European Council,” the head of the EU delegation to Serbia concluded.
