Spain on Kosovo: Nothing changed

Spanish FM Miguel Angel Moratinos said that his country's decision not to recognize Kosovo "has not changed in any way". His comments came a day after the ICJ ruled that the Kosovo Albanian UDI did not breach international law, since that law had no active provision that limited such declarations. Moratinos, whose country is one of five EU member-states that have not recognized Kosovo, said that the ruling paved the way for a "new phase" in solving the Kosovo issue, "based on a dialog with Serbia". The Spanish minister said Madrid "respected" the ICJ decision, but noted that it "in no way changed Spain's position not to recognize Kosovo as a state". Serbia's UN Security Council allies on the Kosovo issue, Russia and China, have also reaffirmed their support for Belgrade's position, as have Cyprus, Slovakia, and Romania. The United States welcomed the ICJ ruling, and called on more countries to recognize Kosovo.
