Justice Minister Snezana Malovic says amnesty is proposed for around 5,000 criminal acts committed against the army which are currently in procedure. The proceedings have mostly been launched against Serbian citizens who live abroad, and one of the goals of the proposed act is to prevent a "drain of Serbian citizens", Malovic pointed out. Debate on amnesty "for some offenses against army" Explaining the amnesty bill to MPs in parliament on Tuesday, Malovic said that, according to the available data, about 140,000 persons liable for national service, including 44,000 conscripts, are currently staying abroad, and added that every year military conscription is extended due to requests of some 5,000 people who should serve the military. “A certain number of Serbian citizens who are currently staying abroad and who have not done their national service, want to renounce their Serbian citizenship, which makes it evident that our country needs to stop the drain of its citizens, especially the young population,” Malovic noted. According to her, the bill proposes that amnesty be granted for certain criminal acts against the Serbian Army, namely draft resisting, avoiding registration and medical and other check-ups, unfulfilling of material obligation, national service dodging by deceit, as well as absence without permission and desertion from the VS. The document proposes that amnesty be granted for the period between April 18, 2006, when the previous law on amnesty was adopted, and the date when the new law will come into force.
