Jelko Kacin said that full cooperation with the Hague Tribunal must be achieved before Serbia's interim trade agreement with the EU can be unfrozen. The Slovenian politician, who is the Serbia rapporteur for the European Parliament, stated on Wednesday that he expects that visas will be abolished for citizens of Serbia, Macedonia and Montenegro next year. "Full cooperation needed to deblock agreement" “We expect that the final recommendation will enable the decision for Macedonia, Serbia and Montenegro abolish visas for themselves, because they have fulfilled all the obligations they have taken up with the proposal of the so-called road map for abolishing visas,” Kacin told Beta news agency in Slovenia's Smarjeske Toplice resort. As far as the interim agreement between the EU and Serbia is concerned – a component of the suspended SAA, which is currently being unilaterally implemented by Belgrade – Kacin said that full cooperation with the Hague Tribunal is need in order for the agreement to be unfrozen. “In order for it to take effect on the other side, on the side of the EU, the prerequisite must be met, and that is full Hague cooperation,” he said, adding that “some countries at this moment are not content with the level of cooperation”. Kacin added that "everything will depend on the report of Hague Chief Prosecutor Serge Brammertz on one side, and on Serbia on the other side, and its success in the efforts to arrest the remaining Hague fugitives". “If Serbia controls its territory, then it must know where Ratko Mladic is located. If there is no answer to that question then they [Serbia] do not control their own territory, and there is a lot of trouble trying to answer the question whether, and if yes to what extent, Serbia is a legal state,” said Kacin.
