Ministry for Kosovo State Secretary Oliver Ivanovic said on Tuesday that Serbia will launch new diplomatic efforts in September. This will come in order to explain the problem of decentralizing Kosovo to Europe and the world, said he. Belgrade on Kosovo decentralization in September "If someone cares about political stability in Kosovo and the region, they must think about the right form that will satisfy the Serbs, and the form offered by [Martti] Ahtisaari is unacceptable," Ivanovic told beta news agency. "Another form must be found that would more or less create a similar matter - the forming of new municipalities, perhaps changes in jurisdiction, but all that has to be within the status neutral package, because the Serbian government and Serbs will not back anything with the prefix 'independent' or any kind of republic of Kosovo," Ivanovic said. He declined to give away details of the numerous consultations Belgrade has had with international community representatives on the issue of decentralization. Ivanovic also said that decentralization could improve the Serbs' living conditions, because they would strengthen their community at the local level and create conditions for sustainable survival. "The problem can be solved if the Kosovo Albanians accept our proposal, but they will not accept it, unless the international community convinces them to do so," Ivanovic added.
