Belgrade has yet to adopt an official position on local elections in Kosovo, likely to be held in November, says the Kosovo Ministry. “We’ll insist on a position being adopted now, rather than wait till the last moment, when it will only cause confusion among people. We have to establish with the international community’s help under what conditions we could endorse Serb participation at the local elections, so that they’re possible and realistic,“ said Ministry State Secretary Oliver Ivanovic. Belgrade to adopt stance on Kosovo local vote During a visit to Kosovo Polje, Ivanovic stressed that that municipality was vital to the survival of Serbs in the whole region and that people there had problems with a lack of security and freedom of movement, unemployment, not to mention electricity shortages and the issue of decentralization. “It’s clear that what the Martti Ahtisaari plan foresees and what the International Civilian Office (ICO) is carrying out is not good for these people, as it would further divide the municipality of Kosovo Polje, and in so doing, the small and fragile Serb community here,“ he said. The state secretary stressed that representatives of the Serb community had to fight to prevent that concept from being applied in Kosovo Polje. “In that context, the ministry is at their disposal, but we have a limit, because we haven’t been consulted by either the local Albanians or the ICO,“ he noted. He said that Serbia would endeavor, using diplomatic means, to involve a third organization that had considerable experience in decentralization—namely, the Council of Europe. “Any organization that can offer us a new concept of reorganization of existing and the formation of new municipalities would be welcome,“ said Ivanovic. On the issue of customs at the administrative crossings at Brnjak and Jarinje, Ivanovic said that EULEX was “our point of contact, and no matter how dissatisfied we are right now, we have to improve its activities on the ground.“ “We agreed to EULEX’s deployment via a UN Security Council decision, and it will be our contact, whether people like it or not,“ the state secretary underlined.
