The decentralization process in Kosovo cannot take place without Serb participation, but Belgrade is not an obstacle to this process, says an ICO spokesman. "We do not consider Belgrade to be an obstacle in this process in any way. The whole process is meant for the people in Kosovo, especially the Serb community led by the government of Kosovo. Of course, constructive support is always welcome, whether it comes from a country, an NGO, or individuals," Andy McGuffie told VOA. They will have the power to make decisions in line with law," said McGuffie. As for northern Kosovska Mitrovica, this official continued, "this will be extended to giving secondary heath care". According to him, "the decentralization process cannot be implemented without Kosovo authorities because they have started the process". "That's the source of government. It is now in our greatest interest to get this process moving and in the service of citizens for which it was meant." The spokesman also said that the decentralization "could not be implemented without the participation of Serbs". "This must be a joint project where everyone will contribute: the international community, Kosovo authorities and citizens of Kosovo," he was quoted as saying.
