Socialists: Parts of statute unacceptable

Ivica Dacic has told Novi Sad's Dnevnik newspaper that his party sees "some unacceptable provisions" in the Vojvodina statute draft. The leader of the ruling Socialists (SPS), first deputy PM and interior minister in the Cvetkovovic cabinet, also said that he believed the portion of the proposed documents seen as contentious would be harmonized with the constitutional framework, with the law on jurisdiction of Vojvodina, currently prepared by the government. "It is certainly contentious to say that Vojvodina is an inseparable part of the central European region. Isn't Vojvodina an inseparable part of Serbia, above anything else. There's also the question of whether Vojvodina should have an academy of sciences and arts. This may not be all that important, but it is an attribute of a state," said Dacic. He also listed as problematic those articles proposing that the province be given a right to adopt legal decisions and other provisions, "which, put together, represents topics for further discussion which has, to date, come quite far". "This issue needs to be approached rationally, without great political euphoria, so that the law on jurisdiction harmonizes some of those contentious provisions with the Constitution. And the Constitutional Court will certainly have to analyze parts of those provisions," he was quoted as saying. When asked why his party voted in favor of the draft in the Vojvodina assembly, and is now contesting the adoption of the document in parliament, Dacic stated that the provincial assembly "has a majority even without the Socialists", while this is not the case on the state level. "However, it was clear back then, and I'll repeat it now: the SPS will not support the creation of a state within a state. Vojvodina's autonomy is absolutely not controversial for us, but only if it comes within the constitutional framework," Dacic explained. On Friday, Prime Minister Mirko Cvetkovic informed Vojvodina provincial authorities that a bill on transfer of powers will be on the Serbian government agenda very soon. Cvetkovic met with Vojvodina Executive Council President Bojan Pajtic (DS), his deputy and President of the Alliance of Vojvodina Hungarians Istvan Pastor and President of the League of Vojvodina Social Democrats Nenad Canak. They coordinated positions on the state and provincial budgets in line with the Constitution, the government press office said in a statement.
