Agenda unclear for Belgrade-Priština talks

There will be dialogue between Pristina and Belgrade, and the agenda of the talks will be known in January, an Albanian language daily reports today. Pristina's Koha Ditore writes that this "program" is the exclusive right of UNMIK chief Lamberto Zannier, who will, "in agreement with Belgrade, determine which topics, and notify official Pristina about it". Agenda unclear for Belgrade-Pristina talks This is according to the newspaper's unnamed UN source, who also said that all the issues related to the talks will be clarified this month. Belgrade has at the same time asked UNMIK to specify the program of the talks on technical issues, and requested an explanation about the start of implementation of the six-point plan contained in UN Secretary-General Ban Ki-moon's latest Kosovo report. The six-points was insisted on by Belgrade in order to greenlight the deployment of EULEX in the province. Several days ago, UNMIK spokesman Russell Geekie told RFE that "experts from Kosovo and Serbia will this time talk directly on specific technical issues," and that the meetings will be attended by international representatives, including from the EU mission, EULEX. But, UNMIK in Pristina says that Geekie's statement has been "taken out of context". At the same time, they confirm that the meetings will take place, since this is one of the decisions made at the Nov. 26, 2008 UN Security Council session dedicated to Kosovo. Unofficially, UNMIK is saying that the agenda will include precisely the six-points, which the Kosovo Albanian leadership has rejected. The authorities in Pristina have expressed readiness to engage in technical talks, of the kind that will "in no way circumvent Kosovo's institutions or its constitution". "Two countries can only talk as two sovereign countries," they were quoted as saying. UNMIK's role in the negotiations so far remains unclear, considering that many of the issues to be discussed, including those related to police, judiciary, customs, religious and cultural sites, transportation and telecommunications, were taken over by EULEX on Dec. 9.
