Foreign Minister Vuk Jeremic has told B92 that a UN Security Council session on Kosovo will probably take place on Monday or Tuesday. Jeremic says that Serbia has received guarantees that the six-point plan will not be changed. "UN SC to convene on Monday or Tuesday" EU Foreign Policy and Security Chief Javier Solana will meet with UN Secretary General Ban Ki-moon to discuss the UNMIK reconfiguration plan and the EULEX deployment in Kosovo. Christina Gallach, Solana’s spokeswoman, said that efforts were being made to reach an agreement over a harmonized EULEX deployment that would be acceptable for all. While Pristina officials keep repeating that they will not accept the six-point UNMIK reconfiguration plan, Serbia also states that the negotiations on the issue are over as far as it is concerned. However, EU sources say that the plans regarding EULEX remain unchanged, and that the mission’s deployment will begin in early December, Tanjug reports. The EU has not changed its schedule for the EULEX deployment, regardless of Pristina’s rejection of the reconfiguration, Tanjug was told by sources close to Solana. Solana will meet with the United Nations secretary-general in New York on Friday. They are expected to discuss, among other things, the plan for UNMIK reconfiguration and the deployment of the EULEX mission in Kosovo. Ban’s spokesman Brendan Varma told Kosovo daily Zeri that the secretary-general was not planning to give up on or change the six-point plan. “The secretary general has said what he had to say, and that has not changed. We are not planning to change the six-point plan and we will continue to work on finding a solution,” Varma said. EULEX Chief Yves de Kermabon said that the EU mission could not function in northern Kosovo without Belgrade’s approval, according to Zeri, quoting diplomatic sources from Brussels. The EU has announced that EULEX will begin to deploy on December 2, but that the operation will not include northern Kosovo for the time being, which will be left for later discussions, Tanjug was informed. Vuk Jeremic (FoNet) "No solution till new U.S. administration is established" State Secretary in the Kosovo Ministry Oliver Ivanovic says that the solution will have to wait until the inauguration of the new United States administration. Belgrade is happy with the Ban Ki-moon plan and therefore does not believe that further talks are necessary. Foreign Minister Vuk Jeremic said that Serbia appreciated the international community’s efforts to convince Pristina that only the path of compromise would lead to peace and stability in Kosovo. However, Ivanovic told B92 that there would be no new solutions regarding the six-point plan until the new U.S. administration was established. "I simply cannot believe that the Albanians are ready to oppose the U.S. regarding acceptance of the six-point plan. I would sooner believe that the entire situation is linked to the outgoing U.S. administration that has no interest in resolving this situation, and which, on the contrary, is leaving a rather confusing situation and complicated relations between the EU, the U.S. and the Kosovo issue,” Ivanovic surmised. "New relations between the EU and the U.S. will initially come unstuck on the first problem, which is that the EU mission in Kosovo is being obstructed, directly or indirectly by the outgoing U.S. administration,” Ivanovic said. Yesterday, after three-hour talks with U.S. official Daniel Fried, Kosovo President Fatmir Sejdiu said that Kosovo had rejected the six-point plan., which refers to parts of Kosovo where Serbs constitute the majority population. Former Yugoslav Foreign Minister Goran Svilanovic told B92 that the rejection of the six-point plan was an immature political decision by the Kosovo government. "Small nation, small policies,” Svilanovic said, adding that insomuch as that statement also applied to Serbia, it now, “applies to Kosovo politicians on a much larger scale, as they simply cannot see the realistic situation they’re in.” "The sponsors of Kosovo independence are no longer capable of pushing its status any further than they have done thus far. This is no longer the situation we had in 2000 or 2002. This is a new situation where Serbia, with strong diplomatic efforts, is managing to present its idea about how to move forward, and this idea has been accepted as constructive, not only by the UN, but the European Union as well,” Svilanovic said. French ambassador: Talks continuing French ambassador to Belgrade Jean Francois Terral has said that no one who is pro-EU can reject EULEX. However, he said that the finer points of the mission were still being discussed. "I don’t want to go into details because all the sides involved are still talking about them. But I do want to stress EULEX’s clear and decisive position. It was created by the European Union and is supported by all 27 member-states,” Terral said. He said that the goal was to support and implement the rule of law in Kosovo as far as possible. “This means that for us, a legal state is essential, as is the improvement of the current situation not only in Kosovo, but in the entire region in the context of regional stability. Secondly, EULEX is the EU, and no one who is pro EU can be against EULEX,” the French ambassador said.
