"EULEX deployment, another Belgrade success"

Former Yugoslav Foreign Minister Goran Svilanovic says that announced progress over the EULEX deployment is "another diplomatic success of Serbia". Svilanovic told Novi Sad's Dnevnik daily in an interview to be published tomorrow that Serbia has set several preconditions that must be met in order for her to cooperate with EULEX in Kosovo, such as a UN Security Council approval for the mission which should be status neutral. This will them lead us to a situation where we have no more political misunderstandings with Brussels and our administration can, supposing that the Hague story is resolved, concentrate on the white Schengen list and candidate status in the process of European integrations," this former official was quoted as saying. Svilanovic also expects that Serbia will insist on EULEX not to be engaged in implementing the Ahtisaari plan, and believes Belgrade will be successful in avoiding this plan to be formally linked to the EU mission. "However, essentially, we must be aware that what is happening in Kosovo today is in fact the implementation of that document. Whether we accept it or not, the Ahtisaari plan, irrelevant of the fact that it has not been verified by the UN, is the only document acted upon in Kosovo," he said. Since there are no other plans, Svilanovic continued, just as there are no other status frameworks, Serbia will succeed not to have the Ahtisaari plan or its name mentioned, but it is quite certain that EULEX will for the most part be guided by that document. The former minister refused to comment on statements coming from the Kosovo Serbs, who are determined not to accept EULEX even in Belgrade does. He explained his reserved stance on this question by saying that the locations of EULEX's deployment in Kosovo are still an open issue. "The fact is that today the north of Kosovo is essentially and fully within Belgrade's jurisdiction, and I do not see any way for this to change, and for Pristina to run northern Kosovska Mitrovica, just as I cannot see any way for Belgrade to ever run Pristina," Svilanovic was quoted as saying.
