Dual citizenship negotiations begin

Negotiations between Montenegro and Serbia over a dual citizenship agreement begin today. The negotiating delegations will be led by the two countries’ respective interior ministers, Jusuf Kalamperovic and Ivica Dacic. Dual citizenship negotiations begin On Friday, Montenegro received, through diplomatic circles, a draft agreement on dual citizenship from Belgrade based on the Serbian Law on Citizenship. Podgorica’s proposal is based on the Montenegrin Immigration Law, so that there are significant differences between the two documents. It is still unclear whether the delegations’ meeting will be open to the public. Montenegrin President Filip Vujanovic said yesterday that in talks with representatives of other countries, the Podgorica negotiating team would insist on acknowledgement of the fact that Montenegro was a country with a small population, which made this a very sensitive issue for her. Vujanovic told journalists in Rozaje that Montenegro would stick to that principle in dual citizenship negotiations with all the former Yugoslav republics. He added that he expected the Montenegrin parliament to cautiously address the draft resolution on the necessity to accelerate the EU integration process, whose framework includes Montenegro’s position on the Kosovo issue. Vujanovic denied media speculation that Montenegro had been pressured on the Kosovo issue during the UN General Assembly session in New York. The Montenegrin president met with his Serbian counterpart Boris Tadic during his visit to New York. European Parliament Rapporteur Jelko Kacin said that in talks with Montenegrin Deputy Prime Minister Gordana Djurovic in Brussels late last week, he had told her than that he had been under the impression from the media that Tadic was pressuring Montenegro into not recognizing Kosovo. Meanwhile, Serbian Prime Minister Mirko Cvetkovic will meet with Montenegrin counterpart Milo Djukanovic tomorrow, his cabinet confirmed to Beta.
