Serbia has taken a step forward but still has work to do in the fields of democracy and human rights. Andreas Gross, one of the Parliamentary Assembly of the Council of Europe’s (PACE) co-rapporteurs on Serbia said that he had the impression that the new authorities had introduced positive elements into the country’s political sphere of life, but that many things depended on further economic growth, and that was why European support to Serbia was essential. PACE: Human rights advances evident He said that the opposition’s boycott of the parliament’s work was the crudest method of expressing a protest, advocating the establishment of clear rules for parliamentary work and channeling protests. During their visit to Belgrade, the PACE co-rapporteurs also met with representatives of the three opposition parties who expressed their dissatisfaction with the degree of the development of democracy in Serbia. Gross said that the majority must allow the minority to express its view, which is in the spirit of democracy and the essence of parliamentary life. He said that there was willingness to help parliament prepare a new Code of Procedure, which would be in line with the work of parliaments in other countries. Gross said that Serbia needed to do everything it could to help itself, in order for others to help it, adding that parliamentary rules needed to be enhanced and that the attempts by the minority to obstruct its work must not be allowed. The PACE co-rapporteurs have come to Belgrade to assess Serbia’s progress in honoring its obligations and commitments towards the Council of Europe in order to finalize a report to be debated during PACE’s autumn session from September 29 until October 3. Gross told journalists that the co-rapporteurs would update the earlier draft version of the first document on Serbia compiled by the first PACE rapporteur with the latest developments concerning the new ruling majority.
