Kosovo President Fatmir Sejdiu sys setting up of a new, "Northern Mitrovica" municipality, is in Martti Ahtisaari's plan. He was speaking about the mostly Serb-inhabited and Serb-controlled part of Kosovska Mitrovica – a town divided by the Ibar River, the southern region of which is Albanian. Addressing municipality presidents at a Local Administration Ministry meeting on implementation of the law on decentralization, he urged for more responsibility in meeting commitments to prove that Kosovo can exercise self-rule, Kosovo media report. "The greatest challenge in the decentralization process is the issue of integration of northern Mitrovica, which will take time and depends on greater international community pressure on Belgrade," Sejdiu believes.

Some ethnic Albanians and Bosniaks live in the northern part, but there are no Serbs in southern Kosovska Mitrovica.
