President Boris Tadic urged Monday at the UN the countries which recognized the illegal declaration of Kosovo independence to reconsider their decision. At the same time, Tadic asked the UN Security Council to encourage a resumption of negotiations in order to find a new, sustainable and mutually acceptable solution "to remedy the situation created by the unilateral decision of interim Kosovo institutions". Tadic addresses UN Security Council He also asked for support to the holding of Serbian parliamentary and, especially, local elections in Kosovo on May 11, and demanded the halting of the transfer of UNMIK's powers to any other mission. In keeping with the UN Charter Article VII, the UN SC Resolution 1244 binds all member-states to respect Serbia's sovereignty and territorial integrity, he said addressing the first UN SC session following the declaration of Kosovo independence. Tadic also expressed his concern over a lack of reaction by the UN after the unilateral declaration. He criticized the UN Secretary-General Ban Ki-moon's latest report which mentions independence and a new reality on the ground. "It is absolutely unacceptable that the report does not mention Serbia's demands or her argument that the 'new reality' is the result of a violation of Resolution 1244", he said. The full text of Tadic's address is available here. The council met in New York today to debate quarterly reports from Secretary General Ban Ki-moon and UNMIK chief Joachim Ruecker. Tadic, but also Kosovo's Premier Hashim Thaci, are attending the meeting. Tadic is also scheduled to meet with Russian UN Ambassador Vitaly Churkin, Chinese Ambassador Wang Guangya, and South African Ambassador Dumisani Shadrack Kumalo, Beta news agency said earlier. Thaci is expected to inform the body of current political events in Kosovo and "emphasize his administration's commitment to protecting minority rights and EU membership", the agency said. Ban's report states that Resolution 1244 remains in force until decided otherwise by the Security Council, adding that UNMIK will continue to operate in line with that resolution. UNMIK spokesman Sven Lindholm said on April 19 that Ruecker will bring up the subject of Serbia's plans to organize balloting for its May 11 elections in Kosovo.
