Vitaly Churkin says the U.S. decision to send weapons to Kosovo goes against the norms of international law. “Weapons can be shipped to Kosovo only for use by the international presence,” Russia’s UN envoy emphasized. Churkin condemns U.S. weapons shipment The ambassador added that if UN Security Resolution 1244 was to be respected then the shipment of weapons should be seized by the international mission in Kosovo. He said that the American administration’s announcement that it would ship weapons to the Kosovo Albanians was “political provocation in the current delicate situation.” Churkin said that the Security Council could reconsider the presidential draft statement on Kosovo in April, which is when the report of the UN chief in Kosovo is expected. The draft statement claimed that the priorities were “preserving the national sovereignty, territorial integrity and political independence of all the countries in the Balkans, based on internationally recognized borders.” The document states that “if needed, dialogue will resume in accordance with Resolution 1244” for determining the future status of Kosovo. At the meeting on March 11, Russia’s presidential statement draft did not receive the required nine votes for adoption, since the vote ended with eight in favor, and seven against the proposal. South Africa will preside over the UN Security Council in April.
