Slobodan Samardzic has proposed “creating an atmosphere of a functional separation of Serbs and Albanians” to UNMIK. "We accept Resolution 1244 and UNMIK police, justice and customs jurisdiction, but after the unilateral declaration of independence, only the Serbs, with the help of Serbs, can implement these authorities,” the Kosovo minister told today’s daily Politika. Samardzic calls for "functional separation" Samardzic stressed that the proposal for an Agreement on Joint Implementation of Security Council Resolution 1244 that he submitted to UNMIK Deputy Chief Larry Rossin on Sunday, had originated from cooperation between the Foreign and Kosovo Ministries, and that it was part of the action plan adopted by the government on January 14. He added that the proposals in that agreement pertained to all Serb municipalities and enclaves in Kosovo, not just the territory north of the Ibar. Samardzic said that the Kosovo Albanians, with UNMIK’s tacit agreement, would assume control of all the institutions within two months, unless Serbia did so. “Obviously, if we’re not in Kosovo, we’ll lose it,“ the minister pointed out. Asked whether the new agreement would be in breach of Resolution 1244, he replied that Serbia would “not stop complying with that decision, but the decision has been shaken by the unilateral declaration of independence, and the Kosovo Albanians’ failure to comply with it.“ Samardzic said that the current situation was a “challenge to UNMIK to think creatively, and not leave unfinished business.“ "If they want peace and stability, they need to reach a lasting agreement, and not put the fire out every couple of days by force," insisted the minister.
