A State Department spokesman says the Ahtisaari Plan should be the basis for resolving the Kosovo status crisis. State Department spokesman Tom Casey said that Serbia, like others, would have to face a choice in such circumstances. State Dept.: Ahtisaari Plan is best solution Asked by a reporter of the U.S.’s view of the Serbian parliament’s resolution on Kosovo, that could lead to diplomatic relations being broken off with states that recognize a unilateral declaration of independence, Casey replied that Washington sought good and solid relations with Serbia. Casey said that the U.S. wanted Serbia to achieve its Euro-Atlantic integration aims, and that such moves by Belgrade did nothing to help them along the way. “We all agree that it’s time to reach a final agreement over Kosovo’s status. The Troika has taken part in a series of negotiations in an attempt to help bring the sides closer together. As you know, talks have proved fruitless,” said the spokesman. “On that basis, we and most of the rest of the international community believe that we must move forward in implementing the Ahtisaari Plan. That’s the direction we intend to take,” he said.
