Defense chief Dragan Sutanovac says the new defense law will introduce democratic and civil control of the military. The defense minister said at a meeting of the Parliamentary Security and Defense Committee that civil and democratic control was being approached systematically for the first time. Sutanovac said that the military had three missions: to defend the country; to participate in peacekeeping missions; and to help the civilian population in times of emergency. He said that he was expecting to hold a meeting with Interior Minister Dragan Jocic to discuss whether a special agency would need to be established for dealing with emergencies, as various services had had a hard time coordinating with each other when sent to regulate emergency situations. After discussing the Law on Defense, the Defense and Security Committee will also discuss the proposals for the Law on the Army and changes to the Law on the Security Services. The Law on the Army defines the armed forces as an ideologically and politically neutral institution, while the Law on the Security Services looks to form a National Security Council and a Bureau for coordinating the work of the aforesaid services.
